CHALLENGE
Countries struggle to govern fragmented private sectors effectively to advance UHC progress.
The private sector can help improve the performance of health systems. However, member states face numerous challenges engaging and governing private sector actors to advance their health system goals.
SOLUTION
The WHO is developing new mechanisms to support member states’ efforts in governance.
In partnership with the WHO we are developing and launching new efforts to support member states governance of the private sector, shaped by member states’ needs, drawing on lessons learned from country successes, and guided by a group of international experts.
KEY INSIGHTS
Countries struggle to enact regulations to govern fragmented, growing and evolving private sectors.
The importance of the private sector to overall service delivery continues to grow and evolve as digital innovations emerge. Traditional approaches to regulation are not fit-for-purpose.
WHO is well positioned to support member states’ efforts to improve governance.
WHO is regarded as a neutral convenor between the member states and private health sector. Countries look to WHO to champion new models for governance given its overall responsibility to health.
Member states’ recent successes in governance can serve as a guide.
Experiences bolstering governance of the private sector from the WHO EMRO region, Uganda, India and more light the way towards better models for governance.
Through review of the evidence and consultation, six critical governance behaviors are emerging.
These behaviors are: building understanding, delivering strategy, enabling stakeholders, fostering relations, aligning structures and nurturing trust.
WHO can evolve its approaches to supporting member states governance behaviors in alignment with their needs.
Through a collaborative and consultative process the WHO will be formulating a new approach to offering member states support in this area.
